Biggest Changes: Debtor must now pass the "means test" and get mandatory
consumer credit counseling. Debtor's assets are now valued higher and refiling
for a second or third bankruptcy is much tougher. To take advantage of a state's
pro bankruptcy laws, you must now reside there for two years instead of three
months.

The Servicemembers Civil Relief Act (SCRA). It covers issues such as
rental agreements, security deposits, prepaid rent, evictions, installment
contracts, credit card interest rates and credit reporting/debt collection,
mortgage interest rates, mortgage foreclosures, civil judicial proceedings,
automobile leases, life insurance, health insurance and income tax payments.
The SCRA also provides certain benefits and protections to service member
dependents.
