 Advice From The American Hotel+Motel Association Regarding complaints: To find the movers and shakers to complain to, check out the Directory Of Hotel And Motel Companies, which can be found in your local library.
This directory has the names addresses and phone numbers of the real decision makers such as the hotel management companies, franchisers, owning companies and hotel chain operators.  Note: many major travel magazines have complaint columns.  Your reference librarian can tell the most prominent ones.

Always use a credit card to secure travel arrangements such as airline tickets, rental cars or hotel reservations.

Then, if you have a problem with merchandise or services that you charged to a credit card and you have tried to work the problem out with the seller, you may have the right to withhold payment from the card issuer for the merchandise or services.  The amount you may withhold includes the charge for the purchase, plus any finance or related charges.
